柯善咨，男，畢業于南京大學，3044永利集团教授、博導。教育部“985”工程77779193永利哲學與社會科學創新基地區域經濟學首席專家。為Journal of Regional Science，Regional Studies，Urban Studies，International Regional Science Review，The Annals of Regional Science，Environment and Planning A，CITIES，Housing Studies，《經濟研究》，《管理世界》，《數量經濟技術經濟研究》，《财貿經濟》，《中國軟科學》期刊審稿人。

1977-1984年 南京大學 學士、碩士(1984)；

1986-1993年 University of North Carolina - Chapel Hill，USA，經濟學碩士、城市與區域規劃博士（1993）。

1968-1977年下鄉插隊和在工廠勞動；

1984-1986年國家城鄉建設環境保護部-中國社會科學院中國建設經濟研究所從事城市與區域經濟研究；

1986-1992年University of North Carolina—Chapel Hill，城市與區域規劃系，助研，碩士課教師；

1990年世界銀行合同咨詢員；

1992-1993年University of North Carolina, Center for Economic Development；

1993年香港城市理工學院經濟與金融系，講師；
